There have been organisational delays which have retarded the development of DTTV and LTE services, though into 2017 much progress in these areas has been evident. Indeed the telecom sector has been one of the more successful within the overall economy.

El Salvador’s fixed-line teledensity is substantially lower than the Latin American and Caribbean average. However, there has been a significant drop in the number of fixed lines since 2010, largely due to the substitution for mobile-only alternatives.

Mobile penetration is remarkably high considering El Salvador’s economic indicators, being about a third higher than average for Latin America and the Caribbean. Of the estimated total number of telephones in the country, 10% are fixed and 90% are mobile. The country was one of the last in the region to provide LTE services. This was mainly due to the inadequate provision of suitable spectrum. A multi-spectrum auction is expected later in 2017 which will allow the mobile network operators to improve the reach and quality of their LTE offerings. Movistar by mid-2017 offered LTE to all provincial capitals, while Tigo is investing up to $1 billion in network infrastructure to extend LTE to 80% of the population by 2020. The switch from analogue to digital broadcasting, though delayed, will also release valuable spectrum in the 700MHz band for mobile broadband use.

El Salvador’s telecom legislation is one of the more liberal in Latin America, encouraging competition in most aspects of the telecoms sector and permitting foreign investment in all areas. However, there are no regulations as yet which promote wholesale broadband, and thus in the DSL market Claro retains a virtual monopoly. The only effective cross-platform competition in the broadband market comes from the few cable operators. There has been some market consolidation in recent years, and in mid-2017 the regulator stepped in to enforce provisions related to the proposed acquisition by Telemóvil of the regional cable TV provider Caribena Cable.

Through this process of consolidation a few dominant multinational operators have emerged (notably Millicom’s Tigo, América Móvil’s Claro, and Telefónica’s Movistar), which have managed to expand into almost all sectors through a process of convergence.

Streaming is closing in on broadcast TV. A rapid increase in the rate of adoption of SVOD is occurring where high-quality broadband is already available. The NBN is accelerating this trend and as the mass deployment of high quality broadband takes place via it there will be a significant decrease in the cost of SVOD.

Netflix has emerged as the SVOD dominant operator, but both Stan and Presto have built up a significant customer base, and both have the substantial financial resources of their backers at their disposal. With such a large number national and international players competing consolidation is starting to take place. Quickflix has been forced to exit the market, followed by Foxtel’s Presto service later on in the same year.

FOXTEL during the last few years has struggled to increase pay TV penetration in Australia. Viewing habits have also been affected by the advent of catch-up TV services, which are available from the main broadcasters. In addition, subscription video services from VOD operators such as Stan and Netflix are further eroding live TV viewing as subscribers choose instead to watch programs at a time of their choosing.

Also the distribution advantage held by FOXTEL is slipping away as the NBN becomes built out over a greater number of premises, so expanding the reach of capable broadband infrastructure which enables subscribers to access OTT and IPTV content. These changing market conditions are impacting both the FTA and pay TV industries.

The broadcasters have been late entering the market: their focus has been on protecting their traditional business which are under threat from declining revenues, rather than establishing a strong foothold in the SVOD market.

Amongst the existing pay TV and free-to-air subscriptions there will be increased pressure on profitability as competition for content pushes up the cost of licensing.

The size and range of the diverse markets within Africa have contributed to varied market penetration rates between countries. By early 2018 the highest mobile penetration was found in countries including Gabon (163%), Botswana (159%), South Africa (147%) and Mauritius (146%). To some degree high penetration reflects the popularity of consumers having multiple SIM cards despite efforts among most regulators to enforce measures by which operators must register SIM card users. These efforts are largely geared more to removing dormant SIM cards from operators’ databases, and thereby providing a more accurate impression of market dynamics, than of addressing fears that crime and civil disturbances can be facilitated or orchestrated via the use of mobile phones.

At the other end of the scale there are a number of countries in which far greater government direction, market competition and regulatory oversight are still required for the local mobile markets to develop further. These countries include Niger (40% penetration) and Madagascar (39%) as also two which have suffered from considerable civil and economic disruption, South Sudan (20% penetration) and Eritrea (7.5%).

The mobile market in Africa is almost entirely prepaid. Commonly, about 99% of all subscribers are prepaid, since this offer a far more economically manageable means to gain access to voice and data services than does a contract plan. In addition, year-on-year a greater proportion of the continent’s population is able to afford mobile services, leading to a steady increase in the subscriber base. Affordability has been extended by the positive effects on pricing from market competition and by measures to reduce termination rates. In addition, many countries have signed up to regional agreements aimed at reducing international roaming charges. Regional roaming initiatives reduce charges for customers, increase regulated traffic, and curtail grey traffic (the re-origination of long-distance calls). The East Africa One Network Area has been in effect since April 2016, while the Economic Community of West African States (ECOWAS) came into play in December 2016. The Common Market for Eastern and Southern Africa (COMESA) provides a similar agreement (signed in October 2017) among its 19-member bloc, stretching from Libya in the north to eSwatini (Swaziland) in the south.

While network operators have seen reduced revenue from roaming access, this has generally been recouped from a sharp increase in international traffic.

A few countries within Africa retain incumbent monopolies for the provision of services, while others have seen consolidation among players (largely due to operators such as Airtel and Tigo exiting certain markets or the failure of some poorly managed enterprises). In sum, though, there is effective competition within the mobile sector. This has also encouraged competition for services based on upgraded technologies, which in turn has encouraged investment.

Africa remains the main region globally for m-money and m-banking services, for example, and while there is little focus on 5G deployments as yet there is considerable effort being undertaken to upgrade networks from 3G infrastructure to LTE. This process is uneven, since in many areas GSM remains the dominant technology.

Commercial considerations meant that fibre was for some years restricted to a number of urban areas, though more recently the sector has received considerable financial support from the government and the EU aimed at building fibre-based networks across the country and promoting fibre connectivity to end-users. As a result, the proportion of broadband subscribers receiving a service of at least 100Mb/s has increased sharply in recent years.

Orange Poland still dominates the fixed broadband market although there has been some consolidation among operators. UPC Poland in particular has grown through acquisitions, though its bid to take over the cable assets of Multimedia Polska was abandoned in early 2018 following regulatory concerns over the proposed deal’s impact on market competition.

The mobile market has been characterised by the rapid extension of LTE networks and the development of mobile data services based on newly released and refarmed spectrum. In addition, the regulator and operators alike are preparing for 5G, with the regulator embarking on a long-term strategy and with operators such as Orange Poland preparing to trial services based on 5G technologies in 2019.

Mobile penetration in Poland is above the European average, standing at almost 141% by early 2018. This reflects the continuing popularity among consumers to keep two or more SIM cards, which has distorted the real mobile penetration rate. The distortion has been addressed on two fronts: by network operators being encouraged to disconnect dormant SIM cards, and by legislation, effective from February 2017, which obliges subscribers of prepaid services to register their details. This has resulted in a significant readjustment in the number of subscribers in the market.

Nevertheless, poverty remains widespread. There is little economic diversity, with most of the population engaged in agriculture and a good proportion of the remainder involved in mineral and agro-processing sectors. The financial services sector is also underdeveloped: with banks focussed on government borrowing there is little attention paid to the support of small businesses, and most of the population has little or no access to conventional banking services. In turn, this has made Rwanda one of the more successful markets on the continent for mobile banking and payment services.

The country was slow to liberalise the mobile sector, allowing MTN a monopoly until 2006 when the fixed-line incumbent, Rwandatel (since acquired by Liquid Telecom) became the second mobile operator. There has been effective competition among the three current operators, each of which provides wide geographic coverage. The launch of services from Tigo in 2009 sparked renewed subscriber growth, though competition has eroded mobile services revenue and ARPU since then. However, the acquisition of Tigo by Airtel, a deal to be closed over a two-year period, will see the Tigo brand removed and a significant consolidation in the market.

Rwanda’s internet and broadband sector has suffered from limited fixed-line infrastructure and high prices. Nevertheless, operators are rolling out national fibre-optic backbone networks which also allow them to connect to the international submarine fibre-optic cables on the African east coast. These cables have given the entire region fibre-based international bandwidth for the first time and brought to an end its dependency on satellites. Suring 2018 Liquid Telecom has continued to expand its FttP services across Kigali and a number of other towns.
